A Study on the health rights of North Korean refugees
Moon Jae-Tae

Abstract
North Korean defectors are South Koreans. It is a key workforce for peaceful unification. North Korean defectors continued to increase until Kim Jong Un took office. But since Kim Jong-un took office in 2011, it has been falling sharply. Recently, North Korean defectors have returned to North Korea. In September 2019, a North Korean defector's hat died in Seoul. This raises questions about the effectiveness of the North Korean defector support system. In 2018, the ratio of suicide to North Korean defectors was more than three times higher than the suicide rate of all South Koreans. As a result, it is possible to guess the difficulties of defector settlement in Korea. Most North Korean defectors escape for economic reasons. The economic crisis in North Korea increases the escape of North Koreans. As North Korean defectors escape, they suffer physical and mental pains through China and Southeast Asia. During this process, they enter a state of deterioration due to various diseases. The poor health situation of defectors in North Korea hinders their successful settlement. Guaranteeing the right to health for them is a guarantee of successful settlement. And it is the cornerstone for the expansion of the guarantee of basic rights as well as for the peaceful unification.
